Sam Gruer

Sam has over 25 years of experience in the municipal marketplace, serving in a variety of
capacities at many of the Street’s leading firms. During his career, Sam has worked on
both derivative and bond transactions totaling over $25 billion. Prior to co-founding
Cityview, Sam was a Director of derivative structuring at Deutsche Bank with responsibility
for managing their mid-west client base and housing sector transactions. During this time,
Sam initiated transactions across a wide variety of products including swaps and private
placements.
Before joining Deutsche Bank, Sam was a co-founder of JPMorgan Chase's municipal
derivatives department, where he started their tender option bond program and
municipal reinvestment business. At Prudential Securities, Sam was the head of new
products for their municipal securities division. Earlier in his career, Sam was a banker in
the municipal finance departments at both Goldman Sachs and Morgan Stanley.
Sam earned a Bachelors Degree in Electrical Engineering from the Massachusetts Institute
of Technology.
Matthew Roggenburg

Matt’s career has spanned 27 years in the municipal market, including public finance
investment banking, derivatives marketing and structuring, and credit enhancement.
Prior to co-founding Cityview, he spent nearly two decades at Goldman Sachs, JP
Morgan and UBS Securities. He managed the issuer-side municipal derivative marketing
effort at UBS and JPMorgan, which included state and local governments, and not for
profit institutions. He also spearheaded the product development effort at JPMorgan. In
addition, Mr. Roggenburg was a founder of Connie Lee, the only AAA-rated bond insurer
specifically chartered to target the 501 (c) 3 market.
Matt is the past chairman of SIFMA’s Municipal Financial Product Committee and is a
member of GASB’s task force for the newly adopted derivative accounting standard. He is
frequently invited to speak at industry conferences.
Matt earned a bachelors degree from The Wharton School of the University of
Pennsylvania.
